- Influx of Loyalists post American Revolution shifts the numbers in “Canadian” territories, particularly Quebec and the Maritimes
- Creates Upper Canada and Lower Canada
- Upper Canada Mostly British settlers (Ontario), Lower Canada similar to modern day Quebec
- Expanded voting to those over 21 who owned land
- Actually allowed women to vote in Lower Canada
- Allowed these provinces to tax citizens
- Provides for very powerful positions for Governors
