Description:
The 17th Amendment gives the right to vote for a Senate, directly to the people of the states. Before the 17th Amendment, the Senate was elected by state legislatures. People believed direct popular vote would cause two problems: legislative corruption and electoral deadlocks. Even though some people believed there would be issues, the amendment was ratified in 1913.
