Description:

The 16th Amendment allows for Congress to collect taxes on incomes from whatever source they want, without apportionment from the states. This amendment also allows Congress to do it without regard to any census or enumeration. This amendment was adopted because the supporters believed it would be a much better method of gathering income rather than tariffs which were the primary source of income at the time. The 16th Amendment was ratified on February 3, 1913.
