DPDHL DRT deployment assessment

Situation:
The situation in Palu is still dire, with power and water shortages and increasing reported incidents of looting. The ASEAN’s Joint Disaster Response Plan (AJDRP), has identified food, water, sanitation and hygiene (WASH), primary healthcare including first aid and psycho-social support, nutritional needs, medicines, feminine hygiene kits, and important non-food items vital for survival as most important items. So far, foreigners are only allowed on Sulawesi on special permits and the Indonesian government is currently reviewing a list for approval to grant access to foreign aid organisations.

Infrastructure:
Due to a collapse of the tower at Palu airport (PLW), only very small propeller aircrafts and military airplanes can land.
That is why Balikpapan (see map below) will be set up as the main humanitarian relief hub where sourcing and sorting of relief goods will take place. Balikpapan has a medium sized international airport where wide-body aircraft can land. As soon as Palu airport is ready to receive goods (probably by Thursday), small airplanes will fly from Balikpapan to Palu.

DRT Involvement:
Waskito Tirtanto (GoHelp Lead ID/DGF Indonesia) is still on its way to Palu to assess the situation, but as there is considerable unrest in the area, security is a main issue. As soon as he makes contact from Palu, he and his team will serve as a contact point.
Two other DRT volunteers (Zam and Mike) have arrived in Balikpapan from Singapore to support the humanitarian hub. They will start sourcing equipment (pallets, forklifts etc) and set up a storage facility. The deployment is being coordinated by Carl Schelfhaut, GoHelp manager Singapore, supported by Cheryl Chen. More volunteers are on stand-by and are ready for deployment once the initial team has secured access to the airport.
