Mayflower Compact which is the first set of laws is written down, signed by English settlers. It was written in order to quench a brewing rebellion on the Mayflower, and included rules that stated that the colonists must follow the rule of King James and that they must practice Christianity. The Mayflower Compact was the first set of rules outlining self-governance in the new world.
