(1890) forbade combinations in restraint of trade; Had no distinction btwn good/bad trusts, Wanted to curb "bigness" not "badness", Was ineffective bcuz had legal loopholes that corporation lawyers used, Was effective in curbing labor unions/labor combinations "restricting" trade; Early prosecutions by Justice Dep't under this weren't successful, Decisions in ⅞ cases presented by attorney general were adverse to gov't, New trusts formed in 1890s under McKinley, more than any other period; New principle emerged - public greed > public need
