President Cleveland didn’t want to put effective legis in place to regulate RR, Congress bypassed Cleveland → passed Interstate Commerce Act (1876), Prohibited rebates & pools, required RR to publish rates openly, forbade unfair discrimination against shippers, outlawed charging more for short trip than long trip, Set up Interstate Commerce Commission (ICC) toadmin & enforce new legis; was not victory over corporate wealth; RR companies found ways to use Act to their advantage; 1st large-scale attempt by Wash to regulate business in interest of society
