Description:

The British were trying to decrease casualties of war from conflicts between the natives and the settlers. It was meant to be a temporary solution to the conflict caused by the colonists' desire to move westward. The colonists understandably didn't comply because it was a new feeling being oppressed by someone so far away. Moreover, it seemed pointless to them to stop the westward expansion which they have previously fought for in war.
