Description:

Applied to all state governments, it gave African Americans full citizenship rights under the Constitution. All citizens, including African Americans, could not be deprived of life, liberty, and property without due process under the law. It called for equal protection for all citizens under the law. President Andrew Johnson opposed this, he felt that it was too harsh on the South.
