Before getting off the Mayflower, the all the males settlers signed a binding legal ddocument that promised that they would obey the laws of the people they elected and would not mutiny against the leaders. For over a century, these 'governors' were left by the British government to practically do what they wanted, as long as it didn't violate any of the laws of the Crown.
