As a World Fair the complex served to impress and inspire the visitors and everyone who heard about it.
At the time the US was a country thirsty for physical demonstration that it has matured and succeeded as a nation. It looked to European design aesthetics for beauty. And this showed the power of architecture, and imparted deep influence for all of US.
Key architect was Burnham. He thought the chaotic development and juxtaposition of different styles of architecture during the transition period to was ugly and inefficient - so he sought to impose order through the guise of "beauty".
