Organized by social welfare reformers and supported by socially conscious officials and business leaders. Funded by Russell Sage Foundation (which developed some tenement houses)
Promoted the City Practical Movement and challenged the City Beautiful Movement and was opposed by Frederick Law Olmsted Jr who took over the second Conference - functional and evolutionary focus on improving existing cities physically using new technologies and an analytic, problem-solving process
