- the Allies were looking towards post-war agreements
- Stalin wanted Germany weakened and demoralised, and wanted massive reparations for the damage Russia had suffered
- FDR believed an economically strong Germany would be beneficial to Europe and themselves, and was wary of the spread of communism
- Churchill was wary of communism but mostly keen to avoid another war
- decided to weaken Germany by dividing it between the Soviet Union and the Western Allies
- Eastern European countries to be given the opportunity for democratic independence
