Description:
Day approximate.- talks had begun in 1973, but progress was slowed by Watergate
- President Carter had wanted even more from SALT
Eventually agreed:
- limit of 2400 warheads/side
- further negotiations to take place
However, the USSR invasion of Afghanistan meant that the US Congress refused to ratify SALT II
