For the Japanese to expand into Oceania an apparent way in was to bomb the United States Naval fleet in Pearl Harbor. The embargoes the U.S. placed on Japan was only more the reason to attack. At the time this appeared to the Japanese as a necessary action to take; however, the effects Japan experienced suggest otherwise.
