Description:

A group of black students and parents brought suit against the New Kent County School Board seeking an end to the schools' segregated operations. Five months after the suit, the school board instituted the freedom of choice plan that allowed school children to pick which school they wanted to attend. Those not opting for a change would be assigned the school they had previously attended. The federal District Court approved the plan, and the Court of Appeals affirmed.
