Set out a list of baseline quality standards for mental health services- expectations, the means by which these expectations are to be met, the projected timeframe for achieving them, and how to monitor their effectiveness.
Its three explicitly stated objectives were: to counteract discrimination against individuals/groups of people suffering from mental health problems, allow ease of access for those with mental health problems, and to create a multitude of mental health services to prevent/anticipate crises wherever possible.
Standards were inaugurated across five areas: mental health promotion, primary care and access to services, effective services for people with severe mental illness, caring about carers and preventing suicide.
