Despite broad public opposition and outrage from the Diet, prospective terms are exchanged, and Japanese troops leave Qingdao and the other German possessions in November. Though the legal status of Shandong is left intentionally vague in the language of the agreement in an attempt to appease the public, the Takahashi government collapses, accepting responsibility for the shameful nature of the outcome. Sometimes, the former Prime Minister explains, Japan must endure the unendurable.
