Duan Qirui resumed his post as the Premier. Duan dissolved the parliament upon his return but strong opposition from Feng Guozhang and the inaction of the United States prevents Duan from declaring war on Germany (a position that proved more prudent as the war dragged on with no sign of an American intervention followed by revolution in Russia).
