Describes both the instance in New York where colonists didn't believe that they were receiving the rights of Englishmen. They called an elected assembly and reaffirmed traditional English rights such as trial by jury/ security of property, and religious toleration for all Protestants. It also describes Penn's Charter, which was catagorized not by religious uniformity but a virtuous citizenry.
