Description:

The largely Gaelic population of Cape Breton was very hesitant to join with the largely French and English Provinces of the west and as a result, declined to join the Dominion in 1867.

However, after seeing the success of other provinces in British North America to request terms, they became more interesting in Union and in 1872, they sent the following terms to Vesperia.

1.) Canada shall be liable for the debts of Cape Breton Island existing prior to its admission to the Dominion.

2.) Schools in Cape Breton would be funded to teach both English and Scottish Gaelic. [Though later treaties throughout the 19th century would increase the Scottish Gaelic language rights]

3.) The Dominion of Vesperia is to construct and pay for a railway connection from the city of Sydney to the Cross-Continental Railway.

4.) The Dominion of Vesperia is to construct and maintain a telegraphic communication between the Island and the mainland of the Dominion

5.) The Dominion of Vesperia will assume and defray the charges for various services.

6.) The Dominion of Vesperia would provide the Province of Cape Breton Island with an efficient mail service.
