Description:
The Helsinki Accords, an agreement signed in Helsinki, Finland, was a diplomatic agreement signed by 35 countries, including all of European countries and Canada and the US in order to promote and encourage the policy of detente. Detente means the slackening of tension. Detente was an attempted to reach agreements on arms control, trade, and other issues that would allow both sides to live peacefully.
