At a ministerial meeting in Paris on 14 November 1955 between Lennox-Boyd and Teigen, plans for a United Nations plebiscite in Togo were discussed. The French maintained that the procedure in the British zone should be seen as an exception, not a precedent. The United Nations should act only as an observer, and the French would not announce a plebiscite before the British. Both governments agreed to keep the other informed.14 Meeting was publicized.
