Karim Shah, unlike his father, was an ambitious ruler and started a series of reforms in the nation with the help of his Grand Vizier and childhood friend, Amir Kabir. Karim Shah and Amir Kabir first concentrated on repairing the internal infrastructure which had been ruined under the reign of Mohammad Shah.
Faced with an empty treasury on Karim's coronation in Tehran, the duo first set about balancing the state budget by attempting to increase the sources of revenue and to decrease state expenditure.
With this new source of income for the economy, Amir Kabir built many schools, revolutionized the army, and vaccinated the Persians against smallpox, saving the lives of many thousands if not millions.
