Aside from the fact that it was repealed, this policy was unsuccessful because it did not inspire any long-term inspiration for students to pursue professions that would help the U.S. compete globally.Our country currently trails most other developed countries in education and companies are forced to hire foreigners for most engineering positions because there aren't enough qualified Americans to fill them.
