Discrimination against ANY disability became prohibited. A student is deemed eligible when they have a mental or physical disability that hinders their learning ability. This act includes FAPE (Free Appropriate Public Education) and LRE (Least Restrictive Environment). Students with disabilities must have equal access to schooling and needed accommodations.
