Nkrumah made a surprise visit to Togo soon after the country had achieved independence and proposed a union of the two countries in the name of African unity. Olympio responded that "African unity, so much to be desired, must not be used as an excuse for an expansionist policy."
In June 1960, six weeks after independence, Prime Minister Nkrumah headed a delegation to ameliorate relations between Ghana and Togo; agreement was reached, according to the Ghanaian Foreign Minister, on cooperation in public health, education, and economics.122 Apparently the Ghana government con- sidered these measures but a prelude to the complete associa- tion of the two states. When Olympio proved unwilling to take further steps, however, the Ghana-Togo border was closed by order 9£ President Nkrumah "to bring home more clearly and unmistakably that union between Ghana and Togo is natural and inevitable."123
