President Roosevelt established the Puerto Rico Reconstruction Administration (PRRA) by Executive Order 7057. While the Division of Territories and Island Possessions was being put together and the Chardón Plan was under development, Roosevelt asked to look upon ways to better coordinate the efforts of all New Deal agencies involved or present in Puerto Rico. It was later decided that the administration of all New Deal programs on the Island would fall solely upon PRRA. So, PRRA was a federal agency operating on the Island under the Department of the Interior –as opposed to an insular dependency managing federal relief funding, as was PRERA. Ernest Gruening, the newly appointed Director of the Division of Territories and Insular Possessions was also, to head PRRA. There was a general administration office in Washington and a regional administration office in San Juan, headed initially, by Carlos Chardón.

El Presidente Roosevelt estableció la Puerto Rico Reconstruction Administration (PRRA) mediante la Orden Ejecutiva 7057. Mientras la División de Territorios y Posesiones Insulares se estaba creando y el Plan Chardón estaba en desarrollo, Roosevelt pidió que se ponderasen maneras de coordinar mejor los esfuerzos de las agencias del Nuevo Trato que operaban en Puerto Rico. Luego se decidió que la administración de todos los programas del Nuevo Trato en la Isla se centralizarían en la PRRA. Así, la PRRA era una agencia federal que operaba en Puerto Rico bajo el Departamento del Interior –contrario a una dependencia insular que manejaba fondos federales, como era la PRERA.– Ernest Gruening, el nuevo director de la División de Territorios y Posesiones Insulares también dirigiría la PRRA. Así, había una oficina general de administración en Washington y otra regional en San Juan, encabezada, en un inicio, por Carlos Chardón.
