On February 5th, 1937, during his second term in office, FDR announced his controversial plan to expand the number of justices in the Supreme Court to 15 to make it more efficient, which many people, including Democrats, suspected to be his attempt to pack the court. He wanted to have as many Democratic justices in the court as possible in order to pass his New Deal plans through Congress.
