Conseils de circonscription replaced the Conseils de Notables in 1946. Were composed of representatives of the most important clans, ethnic groups and villages in the circonscription, or district. Slightly wider power than the Conseils de notables. Local advisory councils that in 1946 replaced the Conseils de Notables. The Conseils de Circonscriptions were composed of representatives of the most important clans, ethnic groups, and villages in each circonscription, or district. Largely moribund until July 1951, they were then fully institutionalized and given slightly wider powers than the previous Conseils de Notables, including the authority to discuss local budgets and developmental priorities. In 1955 they were granted wider decision-making powers.
