Austria, Serbia, Russia [main people involved: Aehrenthal & Izvolsky].
Aehrenthal resolved to annex Bosnia and Herzegovina before the new Turkish regime could regain control over them; Serbia demanded that Austria cede a portion of B& H. Izvolsky wanted to support Austria, but couldn’t immediately due to anti-Austrian opinion in Russia. Austria strongly supported by Germany did not cede land to serbs. Russia having failed to secure strong support from France, therefore allowed Izvolsky to notify Germany in Mar 1909 that Russia accepted Austria’s annexation.
