Germany (Kaiser Wilhelm II), Transvaal (President Paul Kruger); Britain.
Kaiser telegrammed Kruger to congratulate him on succeeding in opposing his own force to armed band and restoring peace and maintaining independence w/o help of foreign powers (in Jameson raid of Boer); telegram inflamed B and G public opinion against each other / angered B b/c message was improper intervention into internal affairs of B Empire and suggested that G one of “foreign powers” who might’ve helped Boer.
