Description:

One of the most sweeping amendment ever passed, proved to be major pillar of Constitutional Law; All Repubs agreed that no state should come back into Union w/o ratifying 14th amendment; Radical republicans sad bcuz 14th amendment did not guarantee right for blacks to vote; only Tennessee accepted other 11 states did not approve it


1) granted civil rights including citizenship, excluded franchise
2) reduced proportionately representation of state in congress and electoral college if it denied blacks franchise
3) disqualified from state and fed office former Confederates who are sworn to “uphold Constitution of US”
4) guaranteed federal debt while nullifying Confed debts
