Republicans feared restoration of slavery → rammed Wade-Davis Bill thru Congress (1864) - required that 50% of state’s voters take oath of allegiance and demanded stronger safeguards for emancipation; Lincoln “pocket-vetoed” bill by refusing to sign it after Congress had been adjourned; When Louisiana reorganized w/ 10% plan (1864) → Congress refused to seat delegates from Louisiana
