President Lyndon Johnson was authorized to have the power of a war time president even though war was not declared through the Gulf of Tonkin Resolution. the president was granted to “take all necessary measures to repel any armed attack against the forces of the United States and to prevent further aggression”. the resolution was passed by the congress based on the alleged attack by north Vietnam on two U.S. naval destroyers. the gulf of Tonkin launched the U.S. totally involvement in the Vietnam war.
