The US defense budget is increased to over trillion dollars. And new weapons developed such as:
- Neutron Bomb
- Cruse Missiles (placed in Europe)#

As result Nuclear War had changed. Previously The MAD (Mutually Assured Destruction) theory had been accepted. If someone fired a nuke, the other would fire before it landed meaning both sides would be destroyed. There was no winner in a Nuclear War.

However after the new weapons were developed, Reagan and his advisers accepted a new theory. NUTS (Nuclear Utilization Target Selection) the idea that Specific target could be picked picked out and chosen in a Nuclear War suggesting there could be a winner.
