Soviet rule had made the economy and living standards decline. Any opposition to communism was crushed, and communist rule became very unpopular. Dubcek was a friend of Brezhnev, a communist and a supporter of the Warsaw Pact, but wanted to make communism better and easier to live under. He called this "socialism with a human face".
