Germany would be ready to destroy his last weapons and condemn certain weapons, if the other nations would do so also, but if the other states are not willing to follow the disarmament according to the Treaty of Versailles. Germany has to at least exist on a basis of equality. Germany sees in the UK plan (MacDonald) a solution for this.
The fear of a German invasion of France is unjustified. A war of aggression is only possible, with modern weapons, which are more powerful than the opponents, Germany has no such weapons. The only nation how lives in fear of an invasion is Germany, because Germany doesn't even have (enough) defensive weapons. Germany does not think about an attack, but only about his security. But the German government will protect the German people and will not be forced to sign any treaty that will disqualify Germany.
