Description:

Germany is ready to accept the Memorandum volume from January, but with some changes. For Germany it is impossible to wait 2 years for measure of air defense. Germany wants at least some short range fighters. The UK should at least dismantle their bomber fleet.
After 5 years, Germany should be able to have more Air defense which will be equal to that of France.
The SS and the SA can be watched and are forbidden to be under weapons, there will be no military training for them and no indirect training will be executed through the regular Army
Germany agrees to a delay of the disarmament for the other European states for the first 5 years.
Germany might return to the League of Nations when question of the Disarmament and Equality has been solved
