In October of 2002, the Bush administration finds that North Korea has been operating a nuclear weapons program in secret. The program has been working to develop plans and prototypes of nuclear bombs. The finding of the program is significant because North Korea signed the 1994 agreement with the United States saying they would shut down all nuclear programs.
