Another major Brit crisis - unneutral building in Brit of Confed commerce-raiders like the Alabama; Loophole in Brit law → were not warships bcuz they left shipyards unarmed and picked up weapons elsewhere; took on weapons and crew from 2 Brit ships that followed it; Was manned by Brit but had Confed flag + crew, never entered Confed port; captured 60+ ships, competing Brit shippers = happy; N had to divert naval strength from blockade;
