- Develop trade with the outside world
- Encourage foreign investment in China
Although Deng was prepared to adopt capitalist practices if the succeeded in modernising the economy, Deng remained a hard-line Communist. Deng kept the idea of a one-party state and no freedom of speech, rejecting democracy.
