Description:

Policy and strategy of incorporating non-Russians into the USSR: Lenin's aversion to a Tzarist imperial state (avoiding Russian chauvinism) using indigenization or re-nationalization by introducing programs of preferential treatment of non-Russians and promoting local culture and leadership to encourage equal partnerships with SSRs and the central state (USSR). Introduced along with modernization policies (women's rights, education, healthcare) to incorporate periphery into cohesive and complete new Soviet identity.
