At the time, the President was al-Bakr and a man named Saddam Hussein was his second in power, although he controlled the country. President al-Bakr tried to unite Iraq with Iran and Syria, which if done, would have left Saddam Hussein powerless. So, Saddam managed to overthrow the al-Bakr to become the new president of Iraq on July 6th, 1979.
