Description:

December 2,1823- This Proclamation was a part of President Monroe's annual speech to Congress. In it he issues a strong warning to European nations that they shall no longer be able to initiate colonization of new territory in the western hemisphere and they should not interfere in the affairs of nations in the western hemisphere. As a concession to this new world order, he pledges that the U.S. will correspondingly not interfere with the internal affairs of European nations. Kennedy presents this proclamation as a culmination and illustration of the growing sense of nationalism and national destiny in the United States.
