       随着《罗克萨特主义联盟条约》的正式缔结，一个横跨大西洋的超主权国家联盟正式成立。这是北约和旧联合国消散之后，第一个从法律意义上确立老欧洲地位的国际协定。来自伦敦、巴黎、里斯本、和哈瓦那的代表作为第一批初创国成员代表在条约上完成了签署工作。同一时间罗马和低地国家在不触动苏联驻军地位的前提下也已经开展了正式缔约阶段的事务性谈判，而民主德国则认为其观察员国身份暂时没有变更的基础——经济的和政治的。
       罗克萨特主义理事会称，罗克萨特主义联盟秉承开放平等进步的原则，诚挚地邀请每一个国家加入，共同应对全球范围内的挑战，以避免人类文明的覆灭。
       莫斯科的反应——与外界的期待一致——显得冷峻而克制。外交部长葛罗米柯没有出息今天的例行发布会，但是向缔约各国发来了贺电，并指出“苏联在战后全球集体安全机制中的地位不容置疑”。

A New Era Beyond Rome

       When the President of the Cuban State Council signed the treaty on behalf of Latin America community, what remained of the civilized world held its breath. It represented a key ally of the Soviet Union beginning to lay down the bayonet of the victor - albeit with Moscow's tacit consent.

       "From this day onwards, we shall witness the beginning of a new era. An era that abides by the will of Mr. Rossartre, an era of unity, an era of quality and an era of dignity," said Council President Horatio Robert Brunel, tears welling up inthe corner of his eyes.

       The ratification of the "Rossartrist Alliance Treaty" marked the official formation of a supranational league of nations which spanned the breadth of the Atlantic. It wasthe first international treaty which legally established the positions of old Europe since the dissolution of NATO and the former United Nations. The United Kingdom, France, Portugal and Latin America were the first batch of founding members who were signatories to the treaty. Italy and thelowland nations had already begun official technical talks regarding the treaty, while the Socialist German felt that there was no basis for changing their observer nation status - both economic and political.

       The Union of Rossartrist Nations Coalition (URNC)'s representative body, the Rossartrist Council, extended a sincere invitation to all nations to join the URNC, based on the founding principles of liberalism, equality and progress. They would face global challenges together, lest the flame of human civilization be snuffed out.

       The Russian response was exactly as the rest of the world had predicted - cold and restrained. The Minister of Foreign Affairs Gromyko did not attend today's press conference, but various nations who wished to be signatories received congratulatory messages from Soviet Union. The messages, however, still pointing out,"the Soviet Union's position in the post-War global security system is unquestionable.
