- the law:
- any rebel captured bearing arms + possesing royalist insignia —> condemned to death within 24h
- if captured unarmed - to be tried - if convicted also death
- RPs allowed to enact severe vengeance upon insurgent departments
- 10-20k put to death under this law (but many executions without trial so it is unclear)
