Description:

- need for centralisation due to radicalisation and growing power of sans-culottes

- aimed to increase central control of revolutionary government
- largely a response to federalist revolts + vendee
- the law -->
- CPS had the power to purge local government officials
- all local officials to be placed under supervision of national agent (would be directed on central policy and reported if percieved misconduct is made)

- CPS saw it as a threat to their authority + feared unrestrained radicalism
- can be seen as a step towards dictatorship
