- each commune department had to appoint **committee of 12**
- to **monitor all foreign / suspicious individuals** in the area
- **foreigners**
- government suspivious of them - war, emigres, counter-revolutionary plots
- WC —> expected to issue and monitor citizenship cards
- culture of fear caused xenophobia
- **suspicious individuals**
- anyone attracting to much suspicion could be sent to RT
- **After Law of Suspects —> power of WC extended**
- **expected to find + make lists of counter-revolutionary suspects**
- sent to trial to RT
