- played an **important role in suppressing federalism**
- **responsible for some of the greatest atrocities of the terror**
- Jean-Baptiste **Carrier** —> sanctioned brutal **execution in Loire** (after defeat of Vendee revolt)
- Collot **a’Herbois** —> representative for Lyon —> **ordered execution of 1.9k** after federalist revolt
